Doc-review reminder: a generic one-shot hook

UserPromptSubmit records a baseline; Stop reminds at most once when the turn changed non-doc files and the reply has no docs status line, asking the agent to assess doc impact and report one line. No git interception, no quality judgment.

Unzip, place .agent-hooks/ at the repository root, merge the two config fragments into the Claude Code and Codex hook config, run the bundled tests, then confirm registration with /hooks in each client. Includes a prompt an AI agent can follow to install it.
